NYC SUPPORTS DILG CALL TO FASTRACK THE CREATION OF LOCAL YOUTH DEVELOPMENT OFFICES AS BUFFER FOR SKs
The National Youth Commission strongly supports the call to establish local youth development offices at the city, municipal and provincial levels nationwide.
In an advisory recently issued by Usec Austere Panadero of the DILG, all regional, provincial and city /municipal local government operations officers are enjoined to remind the Local Chief Executives to fully comply with the implementation of Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015.
According to the DILG, since the issuance of Memorandum Circular No. 2017-36 dated February 24, 2017, only 465 ( representing 27%) out of 1.715 LGUs have complied with the directive.
The data is based on the consolidated monitoring reports compiled by the National Barangay Operations Office (NBOO).
“It is very crucial to ensure that the youth is still represented in the local governing bodies to touch base with their peers and to pursue programs, projects and activities on youth development. A local structure like the Local Youth Development Offices or LYDOs will ensure that youth participation is kept at a maximum,” stresses Asec James Caesar Ventura, NYC Commissioner-at-Large.
The designation of Local Youth Development Officers, as mandated by law, provides a platform for the youth at the local levels to participate and play an active role in the conceptualization, planning, implementation, evaluation and monitoring of youth development programs.
“The local chief executives should realize that the youth play a pivotal role as the country’s future leaders. An LYDO is necessary to provide the youth sector with a support mechanism to push for their programs, projects and advocacies”, Ventura reiterates.
